The tutorial is fare out the scope of beginners, first the gradient has too much different color to create that effect. Second the brush/erase technique to erase the edge off the water in picture 7-8 is very unspecific, and lastly the beam of light is very vague as well.... I got a decent picture from this tutorial, because it pissed me off so much i had to finish it...
Now create a new channel in the same way and then go to Filters > Sketch > Chrome. Kepp the details to 0 and the smoothness 10. You can alter the values if you wish. Now press Ctrl T and drag the lower edge upwards almost upto the middle and then press Enter. Now take a large soft brush and paint the lower edge to remove the hard edges.

Your path will now become a selection! Since I made a path around the sky instead of the buildings I need to invert that selection by going to: select>inverse. Now click on the vector mask icon at the bottom of the layers palette and your city will be masked out! Since I am happy with my mask I'm going to apply it by right clicking on the icon of the layer mask and choose "apply layer mask"...this will be important later on.
Next, with the clouds still selected, goto Filters > Render > Lighting Effect. We will choose Omni, and play around with the settings until you find a light you like. We are trying to recreate the sun shining through the surface of the water.
Next step is to create nice light rays. Create new document, with square size (width = height), and width is about 200% of your original image width. (if you design wallpaper at 1024x768, create 2000x2000 image). Fill it with any color, and in Layer effects, check Gradient Overlay. Open dropdown list of gradient selection, select Noise family of gradients, and select any noise gradient. Then, set Style to Angle.
