Before you can delve deep into the potential of scanlines, you've got to learn the basics. Let's get started. Here's the image I'll be using for both this and the expert scanlines tutorial:

Start by opening the picture where you want to add the scanlines. Then you have to find out how large the picture is, Image > Image Size. Make a new document (Ctrl+N) with the same width as your image and 2 pixel high with white background. Hmm, the width isn't actually that important, the pattern will work whatever width you choose to work on :o)

Now we can close that document and goto the document we want to apply the scanlines to. We double-click on the Layer to get the Layer Styles up, and choose Pattern Overlay. From the Patterns dropdown we can select the pattern we just made. Once we select this, we can see in the background that the pattern is applied. We can adjust the pattern using the opacity and blend mode options. You should experiment to see what looks best for your needs.
