Duplicate your text (right-click the text layer and choose "Duplicate"). Then, right-click your duplicated text layer, and choose "Rasterize Type". This makes the text an image or a shape instead of text.
In this tutorial, you'll learn how to combine stock images and 3D text into a cool poster. We'll use an icy theme for it and color it the way we want. You'll see it's not that hard to create a simple appealing poster with effective use of text and imagery.
Rasterize your visible text layer by right clicking your text with the text tool, and choosing rasterize. We are now going to apply the wind filter to make an icicle effect. After you have rasterized your layer, merge it to your background by pressing Ctrl+E. Now choose Filter > Stylize > Wind. The filter can only apply the wind in one direction, so we are going to do one side of the text at a time. Choose "from the right" in your wind options menu, and click ok. Your text should be blown to the right, now lets do the other sides. Choose Image > Rotate Canvas > 90 Degrees CW. Press Ctrl+F to reapply the wind effect. Do this to each side of your text, and you should have something like the image below. I applied the wind filter twice to each side, you can do it however many times you like depending on the size of your text.
Here's what will make the basic frosted texture. Add a texture to the bevel and emboss style. Make it the Clouds pattern. Scale it down and set the depth low, about 15 should do.

Step 6: Now press Ctrl-D to deselect your text. We should make our background white again (if you use a black background) by selecting your background and press Alt-Backspace (which will fill your selected layer with foreground)
Move the first text layer above all the layers in layer order in layer palette. Double click the layer to open layer style window. Apply settings as shown.
Okay so Now that we have our text laid out lets Rasterize our text. Incase you don’t know how to do that go to Layer> Rasterize> Type. Then Merge your text into the background layer (or your first layer). If you don’t know how to do this just hit Ctrl-E. Now go to Image> Rotate Canvas> Rotate 90 CW. You should have something like this:
