Now we will create a selection of the shape of a bubble with the elliptical marquee tool. It doesn't have to be a perfect circle - just the shape of a bubble:
3. Next, we'll use the pen tool to draw a shape for the starting point of our speech bubble. Make sure your pen settings are set as pictured so this shape is drawn as a path.

Title: Learn to create water bubbles Description: Using photoshop tools like custom brush,Gradient Tool and Marquee selection learn to create the bubble in water effect.
For my most recent work I wanted to create bubbles that would reflect my subject in a believable yet magical way. To do this I started by duplicating the main photo Layer >> Duplicate Layer.
You can also add in some smaller trailing bubbles with a small 1-3 pixel white brush rising to the surface if you intend to use this effect in an underwater scene. If you'd like to see some other touch-ups I added to our final version, feel free to download the Bubble Text Effect PSD!
Learn how to create the bubbles I used in my layout for version 6 of MickM.com. A few people requested this tutorial, so this is you you people! Very easy orbs with a nice smooth shade.
3. And you're basically finished. You can easily duplicate your layer and scale it to different sizes by hitting Ctrl+T (Mac: Command+T) to create as many bubbles as you'd like!
6. Filter>Render>Lighting Effects and choose Blue Omni. Make the circle about twice as large as the default value and place it on the bottom left-hand corner.
Step 2: Right off the bat, create a new layer by clicking the "new layer" button on your layer window on the right, or by simply pressing "layer/new/layer" at the top. Select the "Eliptical Marquee" tool, then draw a circle by holding down the "shift" key making it fill most of the image area. Select the color to be #1E2532 if you want it to look anything like mine. Then deselect the circle by pressing "ctrl+D".
Step 7. This is the 3rd part of the Photoshop tutorial to create a bubbly effect web layout. Next, make a rectangular selection on a new layer, above the background but under the bubbles. Fill the layer with a very dark blue (062C46). Make a rectangular selection on a new layer underneath the dark layer. Use the gradient tool to create a linear gradient, with 38617F for the foreground and 49A9C5 for the background. Make a shorter grey rectangle, as shown in image c.

In this tutorial, it will show you how to create a nice colorful bubble effect in Photoshop. To begin with, you need to create a background in black, then start to define the circle pattern brush. After the bubble creation, apply the color effect to finalize this tutorial.
Make a selection around the image you want to place in the bubble. I used a slight feather when making my selection, copied it, and pasted it into the bubble image. Using the Edit>Transform>Scale command, I resized the photo to fit within the bubble, centering the face roughly in the middle. I applied the Distort>Spherize filter to give the photo a bit of a curve, and finished up this layer by applying Filter>Render>Lens Flare.
For my most recent work I wanted to create bubbles that would reflect my subject in a believable yet magical way. To do this I started by duplicating the main photo Layer >> Duplicate Layer.
6. Now here with the Pen Tool draw a new shape, as you can see in the image below. Now Right click on the new shape > make Selection > and click ok. On Rendering - Feather radius - 0.2px, anti aliased, Operation - new selection.
This Photoshop tutorial teaches you to create metallic text in water with Bubble effect. The dimensions used in this tutorial is : width 300px, height 300px and resolution 72px.
Next I scaled the duplicate to 25% of it's original size. Edit >> Transform >> Scale. We also need to distort the duplicate. First I flipped it Edit >> Transform >> Flip Horizontal or Vertical, then I distorted it further by adjusting the perspective. Edit >> Transform >> Perspective
Go to Filter/Render/Lens Flare. Set at 100%, 50-300mm zoom. Make sure flare is about quarter of the way between the centre point and the top left corner.
2. Now we are going to transform this circle into the cool bubble. Open the blending options box (Layer -> Layer Style -> Blending Options) and use the following settings for the gradient and stroke:
