Move the first text layer above all the layers in layer order in layer palette. Double click the layer to open layer style window. Apply settings as shown.
Now we need to give this bar a perspective look. Press Command + T to enter Free Transform mode, then set the Angle to -55 degrees, Horizontal Skew to -25 degrees, and apply by hitting Enter twice. If you're doing this tutorial, you should know how to use filters, free transform, and know what the blending mode is. Or else you might be a litle confused.
Add a Drop Shadow style, with the color set to #1b2a6a, Opacity to 40%. Uncheck Use Global Light and set your Angle to -45 degrees, Distance to 65 px, Spread 5% and Size 100 px.Now you have an ice effect that can be easily modified and apllied to any other object you want.I always try to take my photoshop tutorials a little futher and see what else can I come up with if I am continuously improving an image. Here is what I come up with for this tutorial after adding a few other effects:
1. Make an empty layer to work in, then with the custom shapes tool locate the butterfly shape (you may need to expand the shapes panel). Drag a butterfly on the stage as shown below.

1. First you have to select the picture. Effect changes according to the selection of the picture so if you compare the effect of your picture with ours it may not be similar.
