Step 8 - Press Ctrl+Click the Top Shield layer, to select it. Then select the Elliptical Marquee Tool (M) (tool picture), create a new layer, and make the shape below.

For the step 16-19 stuff, I'd probably create an elipse path using the shape tool then rotate and fill the path as needed. I'd probably clip the reflection layer with the shield color layer instead of selecting and deleting the inverse just for the sake of making it easier to move and adjust the reflections later if need be. Now you need a little color on your shield so here is what you should do: set you foreground color to darken red, I used #b40000 and the background color to a brighter red, I used #ff130d.

2. To give Shield Shape, Select this ellipse with Direct Selection Tool and add some Anchor Points with Add Anchor Point Tool (from Pen Drop Down Menu).

Under Layer Style(Layer > Layer Style) add an Inner Shadow, Outer Glow, Gradient Overlay and Stroke blending options to your second black shield layer.

Select and merge all the layers. Duplicate the layer several times. Scale down and place as shown to create a complex shape.
