Step 5: Go to Filter > Stylize > Glowing Edges and choose appropriate settings to make your edges bright enough

STEP 6 : Now apply the filter to the background. We will use Radial Blur. Select the "back" layer and go to Filter -> Blur -> Radial Blur. Use these or similar settings:

First go to Filter > Radial Blur with the options Spin or Zoom | Quality : Best | Choose amount : something between 25 - 50 for best results (if the shape is big you can choose 50 - 100) Now you should have something similar to this:

3. Then (with the new layer selected), apply a radial blur to the new layer containing the background. (Filter>Blur>Radial Blur).
