Before making a realistic tear, you can watch a water drop to see all the details. The main thing is to understand all the shadows and lightness. I should say that some settings should be different for each photo. Try to play around with the settings to get better results. Open any picture in Photoshop:

First you start with opening the picture you want to appear teared up. Duplicate the back ground layer by simply clicking on the layer with the right mouse button and select duplicate. We can make the background layer invisible now by clicking on the little eye icon next to it. The we are going to resize the duplicate. Go to edit ---> free trans form and drag the picture small enough so you can turn it a llittle bit but don't turn it yet, only resize it. Like this:
