PhotoShop has a built-in filter to create an Ocean Ripple, but it only works with an existing image. To get a more realistic water ripple with texture, we have to do a few more steps. This tutorial will show you how.

Now select colorize , then set hue to 210 -220 ,set saturation to 15 .This results in following digital ripple effect

[14]-Now choose the red colour and select Background Layer and Fill by the Press Alt+Backspace now your Text will be look as shown below.
8. Now select the bottom water ripple layer and go to filters -> filter gallery -> plastic wrap and set its handles as in the image below.
