1. Create your colour of background or open up your image you want to apply the sparkles to. I chose a deep purple to represent Space. Then choose your star colour. I chose a a very pale purple (light colours usually work best, though you can use dark colours depending on your colour scheme). Then right-click on the layer in the layers box (double click the lock if it says 'Background' or similar to make it a layer) and go to 'Blending Options' Then check the 'Outer glow' and set the blend mode to 'Screen' and make the colour a lighter colour than your star colour.
