Photoshop's Paste Into command will paste the clipboard contents into the current selection as a new layer with the selection as a layer mask.

Create a new layer, Layer New Layer... (Shift+Ctrl+N). Name the layer "holder" Click on the "Custom Shape Tool" from the shape window select the shape shown below. The arrow will be pointing to the right, using the Chop Tool and right click on the paper, click Free Transform, position the arrow as shown below.
