Ctrl+Click the text layer thumbnail to get the selection. Press Q to enable quick mask. From "Filter" menu select "Sketch>>Halftone Pattern". Apply settings as shown.
A very interesting effect that can be achieved in very few steps and works fantastically well with images as well as text and shapes.
Press Ctrl+J to copy paste the selection in a new layer. Hide the text layer to view the tire effect on it.
