Yes, a female triops is capable of fertilising her own eggs, but they can reproduce sexually, otherwise the species will have no need for males, they just increase the chances of breeding.

You can use playground sand but rinse it really good in a 5g bucket to get the silt and dust out. Put the sand in a bucket, turn on the garden hose (outside), let the water fill up the bucket and run over the sides. Use your hands to grab sand at the bottom of the bucket and pull the sand up, stirring it. Keep doing this until the sand runs clear and all the silt ran out of the bucket with the water.
Now you can use the sand.

This is not quite accurate. Yes, chlorine will evaporate out of tap water as it ages, and will be safe for fish after about 24 hours. But most US cities now use chloramines, which take days and days to evaporate. Which is why you should use a dechlorinator which removes chlorine AND chloramines.
Also, aged tap water almost never has the right osmotic potential the eggs need to hatch. You need to use pure water like distilled water, rain water, or snow melt. Do not use well water, bottled water, or mineral water. Even rain water from a dirty pond is better than tap water to get the eggs hatching.
The same goes for any freshwater invertebrate which hatches from eggs, like fairy shrimp (also artemia or "sea monkeys"), daphnia, ostracods, etc.
