Get a photo to work on. In this tutorial it's a photo of 2 heart-shaped clouds.

Select the blend tool and use these settings.

Drag the tool across the image as shown.

Now the image looks like this.

There you go! You have your rainbow effect.

Edit Tips

You may have to play with the opacity if your result is too dark.
