mokkan, As mentioned above, a domain account is required for the configuration of VCS. You are receiving the same error because the user you are logged in as is not in a domain.  Do you have any way of using or creating a domain account for the installation and configuration of VCS? That is the only way you will be able to move forward with the Cluster Configuration Wizard.
