It doesn't mean 'anything with no restrictions' - it means 'anything which furthers the objectives of the project' - for wikiHow, the objective of the project is to build a helpful, practical, family-friendly how-to manual.

We delete things which do not contribute to the objectives of the project in a positive manner.

At the one week anniversary of the date of the nfd tag I review the article talk page and based on the consensus of the impute I either take the tag off or delete the article. Why would it be OK to have an article on "How to Smoke a Cigarette"? Pages that are recreational drug focused are banned, and cigarettes are recreational drugs. Yes, they're legal, but pot is legal in some countries and I doubt that a page titled "How to Smoke Pot in an Amsterdam Coffeeshop" would be allowed. Legal or illegal it's still a recreational drug, which violates the policy.

i also feel that some sexual discussion pages, ie. "how to tell your girlfriend you want to have sex with her" should be included as long as they are not profane. These can be important topics, and i am sure some people could greatly benifit from a little extra "how to" help.
