    Go to control panel select 'User Accounts' & a new window will pop out.

    Under 'Pick A Task' Select 'Create A New Account'

    Type a name of the new account e.g. John. Click Next

    Select the authority you want to give the user, 'Computer Administrator' will allow the user to have complete control over the PC (e.g. User can install programs/delete, can access Internet, can see all the computer files) & 'Limited' would allow user to access few services (e.g. User can't install/delete a program, user can't use the Internet if its not allowed by the Administrator & restricted files can't be viewed by limited user).
