Can't access library in Photoshop CC (or Illustrator CC)

I am running Photoshop CC 2014.1.0 and Adobe Creative Cloud says Photoshop CC (2014) is "up to date"

Illustrator CC (2014) is also "up to date"

In the Window menu there is no library option (doesn't appear in list)

I am signed in (confirmed this in Help).

Is there anything else I can try to be able to access the library?

You need Photoshop 2014.2 for the Library feature -- so you have updates that you need to install.

How do I do that if Creative Cloud says it's "up to date"? I don't have the option to update Photoshop.

I'm having the same issue. I can't find an update because my create cloud software says i'm up-to-date.
