The additional details are right, but the main article is just plain wrong. For universal use you must have a media folder. Just making any old folder to put them in does not conform with the Android spec.

I have found that procedures for creating ringtones that worked fine on my Motorola Droid Bionic under Android prior to the 4.1.2 version update no longer work: The phone won't recognize the files I've added as ringtones. In fact, it displays the names of the files, but when you click them to select them as ringtones, it plays the system default sound rather than the sound in the named file. So, things have apparently changed in Android 4.1.2 vis-a-vis recognizing audio files as ringtones.
