"Create a Simple Web Page With HTML" is a former featured article candidate. When you save your html, just type index.html . It should save as a webpage in whatever folder you save it in and then surf to the said folder and click on it. If your main browser is explorer, a blue e icon will be there with the word index below it. If your using a different browser, whichever icon they use to show saved web pages will be there.
For the above person that wants to know how to set an image as a background, first learn if you don't know, how to resize photo's and also learn how to make them transparent. You don't want the image to interfere with what your trying to tell the world. To set the image, use the background properties in your <body> tag. It should look like this,
<body background img=" pic.jpg or pic.gif ">
In the example there are 2 file formats. Just use jpg or a gif as your background image, not both. Also you will notice that the image is surrounded by quotation marks, not using them renders the background image useless. Also if you really want to learn html, try reading the source code from pages you surf to on the net. Though daunting at first, you will pick it up as you go along in time.

To the people who want to publish the page, who have it stuck on their C: drive: When you sign up for free or low-cost web hosting, they will tell you about something like an FTP address that you can use to access the files on your web server. In Ubuntu, you type that FTP address into Places -> Connect to server... and end up dragging and dropping your files into the wwwroot folder that you see.
To everyone else, please read a proper HTML and CSS tutorial, and learn to love the web, not fear it or break it.

for starters this would be good already... being an experienced dude, this could be furthermore improved ... have more sources... add www.w3schools.com to it since they are with W3C, the world wide web consortium... i was smiling at the part where it could impress since i could still remember those school-days and i was usually the best about it (and css, javascript, and even dealing with binary[although binary is long unused]) i don't recommend for a person to use programs such as Adobe Dreamweaver... remember that this is for those who are starting out not the hard core guys... even i don't use it... i just use simpler programs... saves me a few bucks anyways... and the whole thing needs to be updated with the new stuff... especially regarding the deprecated tags in html5... and i recommend Google Chrome for practicing since as much as i see... it supports more newer content with html5 than other major browsers like ie and firefox... safari would also do...
