For those of you unfamiliar with Windows PowerShell, it is a best of breed next-generation commandline shell designed from the ground up to be flexible and powerful while still remaining easy to use. The download seems to have been moved, and now requires Genuine Advantage validation.

All I can find is RC2.

Vista has RTM'd, so why is PowerShell for Vista not supported? Very sad indeed.
The link from the download page to the XP SP2 x86 installer just takes me to the Microsoft Search page
