Colleen Hoey
Colleen A. Hoey is a career officer in the U.S. Foreign Service.
Ms. Hoey assumed duty as Deputy Chief of Mission at the U.S. Embassy in Paraguay in July, 2013. From August 4, 2014, until the arrival of the newly designated U.S. Ambassador to Paraguay, she will be in charge of the Embassy as Chargé d´Affaires ad interim.
Her most recent assignment was Acting Director of the Office of Mexican Affairs, Bureau of Western Hemisphere Affairs, at the U.S. Department of State in Washington D.C. Previously, Ms. Hoey was Deputy Director of the Office of Mexican Affairs and the Deputy Director of the Office of Ukraine, Moldova and Belarus in the Bureau of European and Eurasian Affairs.
Ms. Hoey has also served at U.S. diplomatic missions abroad in Venezuela, Guyana and Colombia. Her Washington assignments include Special Assistant to the Under Secretary for Democracy and Global Affairs; country desk officer for Colombia, Venezuela and Belgium; and regional affairs officer in the Bureau of Western Hemisphere Affairs.
As a Department of State Pearson Fellow, Ms. Hoey was a senior advisor to Congressman Mike Honda of California.
Before joining the Foreign Service, Ms. Hoey was a Presidential Management Intern at the White House in the Office of Media Relations and at the National Aeronautics and Space Administration in Washington, D.C. in the Office of Management. Ms. Hoey has a Bachelor’s degree in Political Science from Santa Clara University and a Master’s degree in Government from Georgetown University. She also has a Master’s degree in National Security and Resource Strategy from the Eisenhower School, National Defense University.
She has received the U.S. Department of State’s Superior Honor Award six times. Originally from California, Ms. Hoey speaks Spanish and some French.
