The Office of Patent Quality Assurance (OPQA) is responsible for the overall assessment and measurement of patent examination quality at the USPTO. In addition to conducting work product reviews and administering perception-based surveys that form the basis of the Patent Quality Composite, OPQA provides support to the patent examining Corps in developing and implementing data-driven quality improvement initiatives and training. All OPQA processes associated with providing timely, reliable, and meaningful indicators of patent examination quality are governed by an ISO 9001:2008-certified quality management system.
