Is the GPU driver fully updated?
What are Photoshop’s GPU related Performance Preferences?
As for the Zoom does turning off »Use Graphics Processor« in the Performance Preferences and restarting Photoshop have any bearing on the issue? (This would invalidate the Rotate View Tool altogether.)

briantyk Mar 14, 2015 11:32 PM (in response to c.pfaffenbichler)Thanks for your response. I run both Windows 7 and Yosemite on a desktop pc. I have just tried Photoshop CC on Windows 7 and there are no issues at all. So the problem is tied to Yosemite but I cannot figure out what it is. My graphics card is an NVIDIA GTX 770 and Yosemite keeps it up to date. I have tried unchecking "Use graphics processor" but this disables the cmd+space zoom ability and the rotate view as you said.
