As in, you put a dissolve in the sequence, and want to change say the length or rate of dissolve?
On any dissolve, you can right-click to bring up say duration ... or simply click on the dissolve, and go to the Effects control panel which is typically one of the tabs in either the Source monitor area (upper left) or Project Panel area (lower left).
Here's mine ...
And you see the cross dissolve listed there, and to the right, the timeline for the duration and "motion" of that effect.

Good day Neil, thank you for your help with this matter...
When i click on the transition, I see that little timeline, but I cannot manipulate the effect. I see no controls to manipulate the transition as the tutorials show. I chatted with Adobe tech support who says that the dialogue for manipulating disslolves went away in the version 8, 2014.2 build. I find that hard to believe but the fact that I cannot get the maipulation dialogue to appear makes it so. Or any capability to manipulate the effect. I am looking for confirmation that this is actually true. I do have the capability to manipulate other effects that way, such as the page turn, but dissolves, no go....

Cross dissolve can be only adjusted in the timeline.
All other transitions still have controls in the Effect Controls.
If you want the old fashioned cross dissolve back:

You now modify the dissolve directly on the timeline.
Click on the dissolve to select it:
Once selected, drag the edge of the dissolve longer or shorter to adjust the duration:
And then release the mouse:

so simple. never used the versions from before, but it seems like having the image representation while manipulating would be nice. thanks for your help, it makes a big difference while editing.
