    Exactly - citizens assembly is a very serious and well thought out mechanism to engage the public but doesn't displace need to restore stormont (although it could play a part in achieving this)

    . nothing apparently serious about ideas for a here. Very serious plans indeed but those planning & funding have never seen it or said it was to be a Stormont stand in.

    The sheer shoddiness of it all. And this is one policy and one department. Hard not to wonder the extent to which this kind of listless decision-making process existed across government in NI.

    An extraordinary explanation as to how the Minister responsible for Dept drafting regulations & responsible for getting it thru the Assembly claims *not* to be responsible for its deficiencies. She didn't read the regulations *at any stage*.
