    That's an important difference between what happened in Richmond yesterday & what happened in Charleston last year. The WV teacher strikes resulted in closed schools. In Virginia, schools remained open, with substitutes filling in for teachers who rallied in Richmond.

    In Virginia, teachers rallying at the Capitol yesterday were adamant this was a march & not a strike a la WV. Why? Because, via , of a state law that makes it illegal for govt employees to strike. They'll get fired for striking.
