Counter of headings displayed incorrectly in run_validator doc.

Current Behavior

Markdown error for file: MD029/ol-prefix: Ordered list item prefix [Expected: 1; Actual: 2; Style: 1/1/1]

Necessary to fix markdown style of run_validator.md

1. set up changelog generator (probably this)
2. set up jobs on travis ci for building and adding changelog to release
3. set up jobs for wiki.cybercongress docs autoupdate

Right now we have 2 bugs next to the eye and the brain. In #230 (comments of @xhipster ) we plan to take (or change) these bugs.

I think that it can replace one of the bugs as an icon next to the robot (eye) and lead to /homestead/master section
