I'm still wondering, what is this big problem that this bill is trying to solve? Is it just to introduce a practitioners license which I'm still wondering for what purpose? Or is it to regulate training where most IT professionals learn more just From Google and stackoverflow?

What effect will the ICT practitioners bill have in the ICT industry? on innovation, levels of unemployment, practice and income distribution? Given that ICT has permeated every other sector?

Bill provides for both Registration(s. 19) and Licensing (s.24): Compliance with both steps would pose unnecessary barriers. No clear need for both. The provisions borrowed from the Advocates Act but skillsets are completely different in the two industries.
