This is such a great thread of thoughtful commentators. Doing it at “scale“ is definitely not a concern. That’s what they developed their technology for. Maybe treat it as "graphic content" and have a warning that appears on the content, whether it's satire, political speech, etc.. But we shouldn't remove it.

If it were my call, I would have removed the video because it had been weaponized as government propaganda against political opposition. But I also support Facebook's downgrading & Twitter's non-intervention. I favor diverse industry approaches to content moderation

The problem is not that it’s impossible for people to make judgment calls, but that it’s very difficult, if not impossible, to come up with a simple set of rules an algorithm can follow to make decisions humans will accept as fair.
