In Windows, the line height for the "app theme" menu on the options page is short enough that the bottom of the "g" in "Light" is cut off.

Describe the bug
In the report UI, number of 'Unknown licenses' is 1 more than the number shown in 'Unknown licenses details'.

To Reproduce
Steps to reproduce the behavior:

1. generate report for python project
2. issue would get replicated and could be seen in UI

When on the Overview page of Insights the widget "Rules Added in the past 15 days" provides a list of the rules and the rule names are hyperlinked.

**When clicking on a rule such as "Samba plaintext passwords in /etc/fstab" I am forwarded to the rules page, however,

When meta_commit changelog is called and passed tag does not exist it shows error :

meta_commit/lib/meta_commit/changelog/commands/commit_diff_examiner.rb:21:in `meta': undefined method `oid' for nil:NilClass (NoMethodError)

It would be better if meta_commit will check tag presence before command execution and notify the user about it.
