    This could go a long way to resolve Albany's budget crisis, at least in the short term. But Cuomo and the Legislature need to use the money wisely, or the Medicaid crisis will that much more painful when the 6.2 points goes away.

    Essential point from BdB re schools: if you close now amid growing pandemic you basically have to be open to keeping schools closed for the rest of the academic year and maybe the calendar year. He’s not ready to do that, but says of course conditions may change his mind.
