50605: geoindex: add indexing support for DWithin and DFullyWithin r=sumeerbhola a=sumeerbhola

Additionally, fixed 2 bugs in geometry indexing: polygons
were not being reoriented to be CCW before passing to S2,
and using the edges of face 0 (which is the face used by
the bounded plane) was causing the covering to spill outside
the face (this was showing up in existing tests but was
overlooked). Adjusted the TODO for geography indexing:
polygons are not being correctly reoriented to be CCW so can
be interpreted as the whole world minus the shape.

DFullyWithin is not supported for Geography by PostGIS,
so it is omitted here too.

CockroachDB is a cloud-native SQL database for building global, scalable cloud services that survive disasters.

What is CockroachDB?

CockroachDB is a distributed SQL database built on a transactional and strongly-consistent key-value store. It scales horizontally; survives disk, machine, rack, and even datacenter failures with minimal latency disruption and no manual intervention; supports strongly-consistent ACID transactions; and provides a familiar SQL API for structuring, manipulating, and querying data.

  1. Install CockroachDB.

Client Drivers
