Travis is reporting false positives when the keyserver does not allow the gpg key to be pulled for ros or the syllogismrxs ppa. Add some robustness to the dockerfile for this situation, possibly just re-trying a few times.

Timeline is continuous, i.e. action durations are not explicitly discretized into timesteps. Different agents' size and moving speed are supported. Planning is carried out in (x, y, \theta) configuration space, i.e. agents' orientation are taken into account.
