Unable to make Photo move from 'draft' to 'published' #21

I've created a photo http://js.staging.veb.nz/admin/photos/dCqSMHx7rnHn4orHs and saved it as 'draft'.

When I now try to publish it I can't do that.

I can select 'published' from the State dropdown and I can press Save but nothing happens. If I go back to http://js.staging.veb.nz/admin/photos the list still shows the photo as 'draft' .

Not sure if this is something I'm doing wrong or whether there's something broken ?
