Describe the bug
Missing notably civilians and citizens - needs auditing. This bug includes missing the level 18 civilian that trades cat for death runes.
Additional context
Dialogues most likely need placing as well

Automatic RP allocation can confuse players.
It should be better documented.
Ideally, the research queue should show the techs that would get automatic RP allocation (e.g. with items greyed out) when there are surplus RP.
