asPath on SSR without trailing slash.

To Reproduce

1. Go to https://codesandbox.io/s/next-954-aspath-demo-qrsxp
2. Click on '/page' or '/page/'
3. See 'asPath is /page/'
4. Reload sandbox browser
5. See 'asPath is /page' (without trailing slash)

TypeError: Cannot read property '1' of null
  File "app:///main/utils/encoding.js", line 17, in getEncoding
    return /.*: Video: (.*?) \(.*/.exec(error.stderr)[1];

If the file doesn't exist then no sha is found. In this case it should throw an error.

What do you want and why?

There currently isn't a Blitz equivalent to next/config. If you want to use it you have to do import getConfig from 'next/config'. This should become import { getConfig } from 'blitz'.

Some folks have noted it would be beneficial to have this repository translated to other languages. One contributor has already volunteered to translate the repository into Russian (woohoo!).

Describe the bug
When running npx serverless --debug if the next build process fails with an error it is not displayed in the output and the deployment hangs forever.

To Reproduce
Steps to reproduce the behavior:

1. Create a reproducible error in pages/index.js (in my case an import statement was incorrect)
2. Run npx serverless --debug
3. Output displays "appName Deplo

There is an import dependencie cycle between:

src/Interfaces/index.ts:
export * from '@Redux/IStore';

and

src/Redux/IStore.d.ts:
import { IHomePage } from '@Interfaces';
