Describe the bug
When privacy mode is turned on, the y-axis of the following reports under Toolkit Reports still display monetary values:

• Net Worth
• Inflow/Outflow
• Balance Over Time

To Reproduce
Steps to reproduce the behavior:

1. Go to Toolkit Reports
2. Turn on privacy mode
3. See the issue with the mentioned reports

That all reports under To

The version of the TF AWS provider is explicitly hard-coded into the DCE terraform module.
Terraform docs recommend not configuring providers in submodules:

Jess, a member of Open Oakland pointed out that people who cannot distinguish red and green may have trouble with the colors we've chosen. There may be lots of other issues that we aren't even aware of. This audit should be easy to do with the accessibility tab in Firefox (and Chrome?).
