Title says it all.
Right now we are just following the order of entry at devs.json.
On each render or visit of the page https://reactjs.org.ph/dev-board/, the order of the different devs present should be at random.

This is to make sure everyone has a chance to be on top of the fold.
Do use an optimal sorting algorithm and randomizer.
