cert-manager made a 1.0 release; upgrade the install and switch the integration test YAML to use the corresponding v1 API resources.

Summary

We would like to collect info about Kuma DP + Envoy version and present it in the GUI. This information help us improve upgrade UX and other.

This is an optimization to reduce the time it takes to build/deploy YAStack.

Compilation of YAStack can be optimized by pre-compiling source code that does not depend on DPDK. This can help build the image faster since now only DPDK and dependent code will have to be compiled.
