with audio_decimation + writing a test case.

Describe the bug

When someone reports a proposal and an administrator decide to hide this one, the proposal is still exported in Open Data and admin proposals exports.

Report a proposal
As administrator, hide this proposal
Export proposals with open data and proposals export in administration side
