This should be done in small, maximally isolated PRs: no more than a few files updated per PR so that we can slowly review and phase these in over time. Community contributions appreciated!

Electron Apps has collected a great deal of apps over the years. However, many apps are now broken or no longer working, and thus should be removed from our directories. As part of Hacktoberfest, we'd like to clean up some of those apps.

Describe the bug
When I enable "Enable rich text editor for participants" option, proposal template is displayed without formatting.
To Reproduce
Steps to reproduce the behavior:
As administrator > Settings > Configuration > select Enable rich text editor for participants
Create a proposal component and define a template for new proposals. Unfortunately, there is no HTML editor here
