As title described. I think this feature will be helpful when:

• managing projects programmatically
• integrating doccano with other jobs/services.

Here are my thoughts:

Each item in the list should be written in the same language as what it's represent
Ex. :
The French choice should be Français
The Portuguese should be Português
The Chinese should be 中文
The Dutch should be Holländisch
(The traduction come from google traduction and should be double check)

What?

Currently, API manually throws its own messages and errors. We should move them to werkzeug exceptions.

allowTouch should be true by default, however, the fact that it disables scrolling can feel very janky.

It should have an intuitive toggling mechanism - i.e. only allow annotation creation when the image is clicked at least once (focusing on image)

This is a collection of smaller GUI and UX things:

1. Making User & Sys response boxes bigger (resizable)
2. Improving File Naming Style
