Today the user needs to deploy udf jars and reference data csvs manually to the blob location

Enable the user to choose a file on a local disk which the web portal will then upload to the right location

Works in Safari, Chrome for Mac, Chrome for PC, Edge, but not IE version 11.192.16299.0 on Windows 10

Azure Blobs support both system (e.g. content type) and user-defined metadata.

This should also be supported within the Azure Blob state storage component, as it currently is for the Azure Blob (output) binding component.

The Streams Scheduler Cpu log line emits a coarse record of all time usage.

It should also record and emit the time the Scheduler spends doing Thread.Sleep.

Probably also applicable to the Parallel Scheduler.
