There should be no real reason for dapp --find-libraries and dapp --make-library-state to use .bin files instead of looking for the binary in dapp.sol.json; this is how dapp create does it.
Some file is importing something from some test file. This means that we have to include the test directory in the published package, but besides that it's just a bad idea. I haven't looked into it, but it's probably easy to fix.

When Milestone Proposer wants to delete an Proposed Milestone he sees the below. I think Yes, Delete makes more sense.
Expected Behavior
FeeCurrencyWhitelist.addToken reverts if no oracle rates are found for that token. This is needed for celo-blockchain to sort transactions by gas price across different currencies.
Current Behavior
No such check, and so the governance approvers and voters need to exercise caution when adding fee currencies to the whitelist.

When use formatToEthereumUnits from Web3.Utils it use decimals parameter, and after format BigInt it's may create many redundant zeros at the end. For example if 'decimals' parameter is 18 we have: 990000000000000 wei -> 0.000990000000000000 eth
