tensor.detach() is more robust than tensor.data.

When run
bazel run --define MEDIAPIPE_DISABLE_GPU=1 mediapipe/examples/desktop/hello_world:hello_world
Downloading org_tensorflow will time out.
I want use the pre-downloaded org_tensorflow by putting the tar.gz file in the .cache corresponding directory, but it didn't work.How should I operate it correctly?

Motivation

Our download tests have identified a number of dataset URLs that are no longer up to date. They are listed in the warnings summary section:

It seems when a cached file is saved from calling dataset.map for preprocessing, it gets the user permissions and none of the user's group permissions. As we share data files across members of our team, this is causing a bit of an issue as we have to continually reset the permission of the files. Do you know any ways around this or a way to correctly set the permissions?
