Steps To Reproduce

1. npx create-react-app my-app
2. cd my-app
3. npm start (Works like a charm)
4. npm run eject
5. npm i
6. npm start (ReferenceError: React is not defined)

Currently spack does not support the following packages, all of these packages are installed outside of Spack at Cori, we would like to get support for these packages if possible.

• cpmd https://www.lcrc.anl.gov/for-users/software/available-software/cpmd/
• ComputeCPP https://github.com/codeplaysoftware/computecpp-sdk need to confirm link
• ds9 https://sites.google.com/cfa.harvard.

We're moving in the direction of Pants no longer registering all of its plugins by default and instead requiring users to opt-in. For example, you must explicitly opt in to pants.backend.python.lint.isort in V2, whereas V1 has pants.backend.python activated by default.

However, there is no good way to discover the possible backends outside of looking at the source code for this project.

Bloop supports globs for source files since #1176.

The same should be done for resources.
