What we need

The admin interface and the user's frontend search forms for proposals and participatory budgeting projects should allow to search content by introducing the id of the content.

Describe the bug
As an administrator when I create a new blog post from the admin panel I see that I'm the author of this post.

To Reproduce
Steps to reproduce the behavior:

1. Sign in as administrator
2. Go to a participatory process with blog component
3. Create a new post
4. Go to frontend. See that it has an author.

Expected behavior
I shouldn't see the author of this

Our Dockerfile currently references Python 2.7. It also includes some steps to install Chrome and other dependencies that may not be generally needed.

Update our Dockerfile to use Python 3.7.x and remove unneeded dependencies such as Chrome.

We now have the logo, cover photo, post templates, and more in the designs/ directory. It would be great if we can have a CI guideline for our group on what the CI should be.
