Allow redirecting clients to an alternative location to fetch query information. This can be configured via the query.info-url-template configuration property. (#7678)

I'm not sure how feasible this may be, but the old logparser program from Microsoft supported queries like

Select * from test.csv

And it would read from test.csv, without needing any config files.

Calling db.Drop when a bucket does not exist returns "bucket not found" and that error is directly from bolt's bolt.ErrBucketNotFound, I believe this error should be translated to storm.ErrNotFound.

Per discussion in #2743 this class is mis-named.

Also, rename LinkStreamValue to just plain LinkStream.
