It's not true in my opinion. Computer not need to has operating system to be complete. I propose change this sentence to:
Second issue: computer system has two meanings. First is synonymous to computer hardware architectere. Second one is computer system = combination of hardware, software, user and data. Current defnition is not correct.

Wikipedia is based on WP:Verifyability, not editors' opinions or reasoning. Changes to the basic definition of this subject will require authoritative sources to cite. This article states peripheral equipment is needed for a computer system to be complete. I think it may be beneficial to add more about this to the history section of this article.
